Abstract:

Nowadays, the financing issues and finding suitable way have become major concerns of policy makers in the different areas of economy, Structures andprocedures that already exist, cannot support all national development objectives such as sustainable and non-inflationary growth that exists in various developmentprograms. In fact, experts believe Iran economic problem is not lack of resources, but their application. The main task of the financial system is creating the relationbetween the investors (owners of funds) and capital (those who need financing) .Indeed, this system is the ring interfaces between different markets, such as housing,industry, and manufacturing and ... which are to be financed through each other. Our financial system is an Islamic financial system which is based on the principle ofprofit and loss sharing and accepting risk, justice and prosperity in all social aspects and according to existing conditions ,this system is faced with the challenges such asthe lack of diversity in stock, influences on monetary policy from financial policy, the base of the banking of the system, lack of guidance of resources toward productiveinvestments and government intervention (Interest rate and Facilities assignment), Especially during sanctions. Due to the importance of recognition of both domestic and international financing tools and influencing factors, this paper reviews existing methods as well as the experience of other countries and evaluates them to identify the effective and strength points in the current situation, with view on the limitations and the effects of the sanctions, tries to derive optimum methods.
