Urban vulnerability assessment using passive defense approach, case study: zone 2 of Tabriz city

Cities face a variety of threats, both natural and human. To deal with any of these threats,arrangements must be made. One of these measures is passive defense, that can play a role in urban planning. There is two type of defense; operating defense and passive defense. Passive defense means, use of urban planning principles to decrease of damages. Current research, with aim of vulnerability assessment of zone 2 of Tabriz city, has been done. Used Fuzzy-AHP and Geographic Information System for this purpose. 9 indicators were used in this study, such as: fire station, Water reservoir,petrol station, Health Centers, Green and open space, electricity High-voltage posts, Military centers, main road network and Gas stations. After the layout of each indicator is prepared, using the Raster calculator and Fuzzy Overlay tools, final map layer the final map is extracted. Results show that in study area more than %27 of area is less vulnerable. About 22 percent have moderate vulnerability and only %3.7 have high vulnerability. it can be said that the study area is in terms of selected indicators in a good condition for vulnerability.
