Abstract:

The architecture remained from past generations is indicative of the effect of climatic powers on the shaping of residential areas and is suggestive of the fact that is has viewed climate as an environmental construction essential issue. Application of sustainable and renewable sources like wind plays an important key role in the structure and frame of traditional monuments, followed by results such as the attitude of an architecture coordinating with nature.On the other hand, as per Development 5th Plan Act, one of the basic pivots of the issue of national security and defence is the discussion of nonoperating defence. Since it is an issue whose domestic technology is being shaped, more precise identification of its concepts and position can constitute an effective action in this connection. Considering the existence of grounds for potential threats and risks which have targeted our national security, independence and territorial integrity, defence reasonable necessity is perfectly visible. Study of these factors and threats will much decrease urban costs at the time of crisis and provide more optimal life for citizens. Among others, Acts of God (floods, earthquakes, hurricanes, storms, thunderbolts, fire,…) and human threats (hostile operations, internal turmoils, street unrests,…), social and economical factors (bans and boycotts) and cultural, political, judicial and many other factors can be mentioned as those which threaten the city.This is a descriptive-analytical study aiming to implement nonoperating defence and its criteria in the security of Sistan & Baluchestan City. In this paper, the effect of wind and of the existence of flowing gravels on Sistan environment have also been investigated. Surveys results showed that the performance of this phenomenon causes a tangible loss to economic activities, and many facilities, equipment, machinery and man forces are thus inevitably allocated to remove aeolian (wind) sediments. Under such conditions, many damages occur to communication lines, residential houses water supplying streams, public health and airlines.In other to accomplish this objective, this necessity of understanding this issue at the national and regional levels and of employing nonoperating defence strategies at the urban level will be dealt with.
