Abstract:

Dilapidated areas are divided into two types: significant and non-significant. Redevelopment approaches, relying on the heritage of significant dilapidated areas, take into account social factors of such areas by determining their effects on the spatial organization of cities. One of the popular approaches is City Development Strategy (CDS). Encouraging participation and including people in decision-making about their locale is a factor that contributes to building local and urban identity, boosting people’s sense of belonging to their locale. To this end, four operational goals should be taken into consideration:(a) Enhance social interaction through establishing open and public spaces.(b) Enhance tourism standards in the area.(c) Rely on cultural values.(d) Use native Iranian and Islamic architecture.The case studied in this research is Sang-e-Siah Region, Shiraz city, Iran. Because there are historically significant monuments in this region, the quality of spaces and buildings surrounding the region would directly affect the attraction and identity of the monuments. However, because the surrounding spaces are low in quality, they can degrade the historical-cultural significance of the region. Primarily, after reviewing related theoretical issues, the theoretical framework of the study was proposed. Next, through questionnaires, the goals for renewing and revitalizing Sang-e-Siah were enhanced and prioritized. Then a table of internal and external factors (SWOT analysis) was constructed, general, and practical strategies, as well as executive policies, were extracted. Results showed that urban redevelopment is not restricted to factors marinating and improving the current urban physical status, but the important point is to keep the city updated and adapt it to citizens’ social behaviors and activities over the modernizing of cities. Another important issue is the effect of such urban organizations and redevelopments on the locale to encourage citizens’ re-inhabitation of such areas and social public participation in the physical context.
