CHALLENGES TO E-MUNICIPALITY IN THE DEVELOPING CONTRIES

E-municipality is the use of ICT to transform local government by making it more accessible, effective, efficient and accountable at local level. This ranges from providing wider access to government information and promoting civic engagement and providing development opportunities. Selecting and applying a suitable model for emunicipality implementation is essential. This model should consider number of challenges which will be faced in designing and implementing electronic government. . Following political commitment for reform, one of the important elements is availability of proper infrastructure including telecommunications infrastructure as well as legal framework. Another factor is changing and improving the process in which the government interacts with the governed. Digital divide, cyber security, privacy and trust can be considered as main challenges for implementing e-municipality in developing countries. This paper attempts to provide a multi-stage model for implementing electronic municipality in developing countries and identify different dimensions of those challenges which surface in early stages.
