Selecting and prioritizing projects portfolio based on TOPSIS method

To manage urban affairs more effectively, cities need to be divided appropriately into regions, districts and neighborhoods. City requirements and urban projects are prioritized in order to allocate them to the most appropriate neighborhoods in the region. City, municipality and citizen are three important factors that should be considered to meet those requirements. Substantial resources, urban regions, environmental impacts and various stakeholders have caused a new vision for planning in organizations with service scope of activity. Consequently, municipalities require a systematic approach in selection of the requirements and priority. Multiple criteria methods can help to make better decisions in city planning. In this paper a real world case is introduced to unveil the benefits of the study.
