Abstract:

Logistics planning in the disaster response phase involves dispatching commodities, such as medical materials, personnel, food, etc., to affected areas as soon as po ssible to ac celerate the relief op erations. Since transportation vehicles in disaster situations can be considered as scarce re sources, th eir efficien t application is substantially imp ortant. In t his study, w e provide a dynamic v ehicle routing model or emerge ncy logistics operations in case n tural disa sters. The a im of the m odel is to find optim a l routes for a fleet of vehicles to give emerg ency comm odities to a set of affected areas by considering the exis tence of m ore than one arc betw een each of two no des in the network multi-graph network). The proposed model considers FIFO p roperty and focuses on minimiz tion of w aiting time and total number o f vehicles. Various problem instances ha ve been provided to indicate t he efficiency of the mo del. Finally, a sensiti vity analysis is carried out to inve stigate the impact of different parameters on the obtained solutions.
