today R&D activities inoil , gas and petrochemical is of vital importance and it is necessary to investigate different ways of commercializing the outcomes of these activities. The formulation of R&D strategy and coordinating it sith technology strategy and corporate strategy can reduce the technology development and commercialization time period and creates comparative advantage. in this paper we deveolped a model to draw a bead on the activities of R&D centers in a patent portfolio framework and to improve the efficiency and effectiveness of these centers. if this model is deployed in steady stages , the R&D center can ensure that every new created idea, if it is an opportunity in patent portfolio, will commercialize undoubtedly. so the world calrifies the status of research projects in R&D organizaiton from technology patent and resources capacity points of view. moreover one of the most important characteristic of this model is the existence of programs for the patents application in prevailing and new crated markets and also commercializing the outcomes of research activities to prevent the accumulation of unused knowledge in R&D organizations.
