The extent of the transformation of a traditional society with its own characteristics into a modern society with very diverse characteristics in which specific roles and "institutionalism" are prominent.In the second wave of development, Alvin Toffler, The Third Wave, the existence of multiple media is a kind of media support that this wave. It leads to the production of new industries and the transformation of the economy. And it forms the wealth system (material and spiritual) of the world.In these public networks, the opportunity to exchange and interact mentally with the audience is taken away and individuals are estimated to be wasting most of their time in the public media because the target audience is very general and does not cover the person with their expertise. By mass-building, public networks take away the opportunity for creativity, mental and personal abilities, and suppress needs, talents, initiatives and ideas.In today's audience, there is a healthy balance between the senses of the phenomenon, which gives a specialized perspective to the audience. Today's audience prefers to move beyond the level of ordinary and general thinking to the level of critical thinking such as analysis, composition and evaluation.Today, in addition to the age, gender and common needs of the audience, special attention should be paid to different scientific and occupational disciplines, specialists in various fields and education.The main purpose of this research is to examine the strengths and weaknesses as well as the opportunities and threats in this field to develop specialized radios. To achieve this goal with a new approach and using the case study method has been done.In this regard, specialized radios can play an important role in development with all the opportunities they produce for the audience, and of course, these radios must have their own characteristics and take advantage of the opportunities and threats that make them a Slow to avoid.
