Abstract:
Crisis management consists of sequences of different operations and continuous dynamic procedures. In fact, crisis management is based on three facts: Planning, Organization and Administration. There are many organizations involved in crisis management that their operations should be synchronized in order to crisis prevention or reduction of its effects. These organizations must provide necessary requirements before disaster in a proper manner and taking control of environment after the disaster with better coordination. Additionally, implementation of urban information in software databases is vital in order to ease of access, management, manipulation, and data reproduction. Furthermore, combination of features like search, in-depth search, data manipulation, data mining, advanced reporting, and multi-aspect data representation on-demand for urban planners and organizational users based on database data, and latest software technologies would provide a great task and cost saving tool and will be resulting in better coordination of different organizations in crisis management. For achieving this goal, we designed and developed brand new web based GIS software for spatial data management in order to provide a cost and effort saving tool with a distributed and modular architecture for improving lacks of traditional urban planning methods. With the use of this software that utilizes PostGIS technology, meaningful and spatially enabled data would be available for distributed and fast access resulting in better plans for better crisis prevention, improved readiness, enhanced disaster operations management and efficient reconstruction.
