Abstract:

از رایج‌­ترین رویکردها در حوزه مدیریت پروژه، رویکرد شایستگی محور است. این رویکرد برخلاف رویکردهای فرآیند محور، به‌صورت ویژه بر نقش افراد متمرکز است. در بسیاری از صنایع پیشرفته دنیا و علیرغم ابداع انواع ماشین‌آلات و تجهیزات، فرد محور اصلی غلبه بر چالش­‌های محیط متغیر امروزی و شرایط یکتای پروژه است. صنعت برق‌آبی ایران با داشتن پیچیده‌ترین مگا پروژه‌ها از این قاعده مستثنا نبوده و توسعه "شایستگی افراد" پروژه در بهبود مدیریت آن‌ها یک ضرورت است. در این مسیر، گام اول تبارشناسی و درک کامل این مفهوم است. ازاین‌رو از روش تحقیق مطالعات مروری و تحلیلی و با بررسی عمیق ریشه­‌ها و تعاریف، به تبیین مفهوم شایستگی پرداخته‌شده است؛ مؤلفه‌های اصلی شایستگی مورد واکاوی قرارگرفته و با بررسی ارتباط شایستگی با مفهوم "رفتار"، چرخه اصلاح رفتار در مسیر توسعه شایستگی معرفی می­گردد؛ درنهایت رویکردهای تدوین استانداردهای شایستگی از منظر وظیفه گرایی/نتیجه گرایی موردبررسی قرارگرفته و مروری تحلیلی به مطالعات پیشین شایستگی در حوزه مدیریت پروژه در شرکت توسعه منابع آب و نیروی ایران، به‌عنوان متولی اصلی توسعه پروژه­های برق‌آبی در ایران، شده است تا بر اساس تمامی مفاهیم تحلیل‌شده، مبانی نظری تدوین مدل شایستگی حوزه پروژه­ها در این صنعت فراهم آید.
