Abstract:

 نهاد، کنش جمعی برای کنترل، آزادسازی، بسط و گسترش کنش فردی است؛ بهطوریکه هویت انسانها از طریق مشارکت در نهاد بهرسمیت شناخته میشود. برنامهریزی در چارچوب تفکر نهادگرا، به عرصهای فراتر از دوگانگیهای بین بخش عمومی و خصوصی حرکت کرده و از فعالیتی فردی (یا بینفردی) تبدیل به جنبهای از حکمرانی میشود. کنش ارتباطی، کنش جمعی افرادی است که برای دستیابی به تفاهم، از طریق امکان هماهنگی برنامههای عمل فردی، هماهنگ شده باشد. برنامهریزی ارتباطی، ضمن رد برنامهریزی بالابهپایین، ضرورت حضور تمام کنشگران را در فرآیند برنامهریزی خاطرنشان میسازد و اعتقاد دارد که فرآیندهای ارتباطی میتوانند منجر به ایجاد اتفاقنظر در مورد موضوعات اجتماعی و ترغیب اراده سیاسی برای تغییر شوند. تحلیل چارچوب دو نگرش نشان میدهد که با وجود اینکه شکلگیری تفکر نهادگرا و برنامهریزی ارتباطی در بسترهای زمانی و مکانی مختلف و مبتنیبر مکاتب فکری متفاوت بوده است، این دو دیدگاه دارای همپوشانی و نقاطی مشترک هستند؛ بهطوریکه ضمن تاکید بر ارتباط در برنامهریزی، کنش جمعی را به عنوان پایه تصمیمگیری در رویارویی با منافع متضاد معرفی میکنند. این مقاله، با بررسی و تحلیل منابع موجود، نقاط اتصال این دو نگرش را با تاکید بر نقش و جایگاه کنش جمعی معرفی مینماید.
