Abstract:

خلع سلاح هسته ای، نهادی است که هم­زمان با پیدایش نخستین سلاح های هسته ای پا به عرصه گذاشت. تقریبا تمامی اسناد هسته ای ازجمله NPT، نیل به خلع سلاح هسته ای را مقصد نهایی در این مسیر می دانند. اما توسل به نظریه بازدارندگی هسته ای، تا کنون مانع از تحقق این هدف شده است. در سپتامبر ۲۰۱۷، کشورهای فاقد سلاح هسته ای عضوNPT، معاهده منع تسلیحات هسته ای (TPNW) را تصویب کردند که با وجود استقبال طرفداران صلح و نهادهای بشردوستانه، با تحریم کشورهای دارای سلاح هسته ای و متحدان آن ها روبه­ رو شد. با وجود آنکه این معاهده هنوز لازم الاجرا نشده است، سوالات زیادی ازجمله نحوه تعامل آن با NPT و برنامه خلع سلاح گام به گام آن ایجاد کرده است به طوری که مخالفان آن را تضعیف­ کننده اجماع بین المللی و بی اثرکننده تلاش های صورت گرفته می دانند. ولی طرفداران آن را هنجار حقوقی و اخلاقی جدیدی می دانند که می تواند فشار مضاعفی را بر کشورهای دارای سلاح های هسته ای برای دست­ کشیدن از نظریه بازدارندگی و پذیرش خلع سلاح هسته ای وارد کند.
