عوامل تاثیر گذار بر روابط ج.ا.ایران و ج.آذربایجان از سال ۱۹۹۲ تا ۲۰۱۶

فروپاشی اتحاد جماهیر شوروی در دهه ۱۹۹۰ و استقلال کشورهای قفقاز جنوبی باعث تحولی در منطقه و سیاست­های کشورهای همسایه این منطقه شد. یکی از این کشورهایی که توانست استقلال خود را از اتحادیه جماهیر شوروی به دست آورد، آذربایجان بود که به دلیل داشتن منابع انرژی فراوان به خصوص نفت و گاز دارای اهمیت به سزایی در بین کشورهای منطقه قفقاز می­باشد. از همین رو ج.ا. ایران نیز با توجه به پیوندهای تاریخی، قومی،فرهنگی، مذهبی و همسایگی که با آذربایجان دارند، تلاش کرد که روابط خود را با این کشور افزایش دهد. با این حال این کشور برای به دست آوردن اهداف و منافع­اش در آذربایجان و ایجاد روابط سیاسی، اقتصادی، فرهنگی و انرژی با مسائل و مشکلاتی روبه رو بوده­ است که ما در این مقاله در پی بررسی این مشکلات و موانع پیش پای ج.ا.ایران برآمدیم. از این رو سوال اصلی مقاله این است که « عوامل تاثیر گذار بر سیاست خارجی و دست آوردهای ایران در آذربایجان بین سال های ۱۹۹۱ تا ۲۰۱۷ کدام­اند و چه تاثیری بر روابط دو کشور گذاشته است؟» به علاوه ما در این مقاله از چارچوب نظری نوواقع گرایی به بررسی سیاست خارجی ایران و عوامل موثر بر آن می­پردازیم.چکیده انگلیسیOne of the countries of the South Caucasus region that won its independence from the Soviet Union in the ۱۹۹۰s is Azerbaijan, which has significant importance among the countries of the Caucasus region due to its high energy resources, especially oil and gas. Due to the historical, ethnic, cultural, religious and neighboring ties with Azerbaijan, the Islamic Republic of Iran has always tried to increase its relations with the country, however, it has been seeking to achieve its goals and interests in the country. Azerbaijan and the establishment of political, economic, cultural and energy relations with problems and problems have faced In this article, we are looking at these problems and barriers to the Islamic Republic of Iran. In fact, after the collapse of the Soviet Union, strategic factors, geochemistry, geo-nuclear and geopolitics have been effective in shaping the policy of competition between Iran and Azerbaijan, which has been the subject of our review. In addition, in this article we discuss theoretical framework of neoclassical realism (defensive realism) and descriptive-analytic method to study Iran's foreign policy and its effective factors.
