Abstract:

Generally, the appearance of new forms of emerging and re-emerging diseases in the late ۲۰th century and early the ۲۱st century which a high percentage of whichare zoonotic threatens humanity worryingly regarding public health, food safety concerns, and bioterrorism attacks. Covid۱۹`s pandemic is the latest importantemerging zoonotic disease that has been capable to overwhelm countries with the most potent healthcare systems. As, despite the passage of ۱۷ months since its emergence, adopting the strictest health measures and mass vaccination with various emergency vaccines, it is impossible to predict its successful control in the near future. Meanwhile, what that this heavy and catastrophic world experience instructs to us is the necessity of structural integration of global organizations contributing to the world`s health, WHO and OIE. Though these organizations have held several joint committees concerning the “One Health approach” in recent years, there is not observed large actual achievements in this regard. One substantial problem for OIE is shortages in facilities, financial resources, and worldwide legitimacy compared to WHO. As the annual budget of US, $۳۶ million of OIE is paltrily comparing to the US $۵.۸ billion budget of WHO. This is paradoxical concerning the heavy tasks and duties of OIE in the practical realization of One Health to create uniformed, organized and harmonized rapid reactions to health risks in the third millennium. This article is aimed to copare the resources of these organizations and the benefits expected to be obtained by their unification to create WHAHO.
