Abstract:

Tehran has been experiencing rapid growth without considering the occurrence of various crises, such as the earthquake and their consequences. As a result, there is now a large amount of vulnerability that will require a lot of time and effort to be eliminated in any area. In addition to revealing the inefficiency of the crisis management system in urban areas, the Plasco disaster emphasizes the necessity of designing critical logistics systems for high-rise buildings to minimize damage during the crisis.This research will be the first scientific approach addressing the crisis in urban areas, such as high-rise buildings. For this purpose, in this study, an integrated model is developed which involves some critical decisions like: (۱) the amount of received relief and operational items, (۲) the location of inventory depot items, (۳) the allocation of crisis support depots to the incident areas, (۴) the number of people transferred through each path from the incident area to the hospitals and triages and (۵) locate and allocate triages and selected hospitals. The proposed MINLP model is solved by using GAMS software. Finally, a case study is used to evaluate the performance of the model using actual data from the Plasco disaster.
