Abstract:

One of the most common contract systems in the world is the public-private partnership system, which is often used in the field of infrastructure development and urban development. Public-private partnership agreements help governments engage the private sector in infrastructure projects and meet their financing needs. In this research, the literature of the mentioned contract systems has been studied and the driver factors and risks of using this contract system have been identified. The identified stimulus factors include risk sharing, maintaining the value of money, increasing the quality and level of services, reducing the government budget and being a catalyst for the economy. Common risks include fluctuations in inflation and interest rates, financial risk, changes in the law, land acquisition, delays in project permits, and overcapacity for project operations.
