In recent years, restructuring and privatization encompassed many electric companies everywhere. One of the main purposes in new structure is open access of all market participants to transmission network. Therefore participants of each area can utilize other areas facilities; accessible through a secure and interconnected network. The Transfer Capability (TC) index is used to ensure the security of a transmission network in avoiding the occurrence of overloads and buses voltage violations. This index only remarks technical and physical considerations of the electric network. But in new environment, economic conditions affect traditional indices. In this paper, the transfer capability index is calculated with regard to economic issues. Thus the objective function consists of two main terms, namely the technical term and the social welfare term. This method is assessed on a test network and the impacts of economic issues are evaluated.
