Abstract:

Today, along with the advancement of technology and the growth of capital attraction into the construction industry, the cost control performance of the project management information system (PMIS) has received growing attention. This unit should be able to preclude the emergence and repetition of faults by being cognizant of the planned budget and the real cost of each activity and applying the necessary control measures. In construction projects, the planned costs are estimated according to the views of the project managers, and the actual costs are calculated during project execution by financial experts in the form of accounting standards. However, this type of cost accounting, assuming that they are in compliance with accounting principles, can only provide accurate results regarding the cost incurred for the entire project at different times. However, in calculating the actual and exact cost of each activity, which requires comparison with the relevant planned cost in order to identify possible incompatibilities, there are a number of constraints induced due to reasons such as the multiplicity of factors affecting cost, the multiple forms of financing (e.g. rent, contract and daily wages) as well as various procedures for issuing cost documents (e.g. aggregating or separating the cost of goods transportation). As a result of such restrictions, with the omission of the accurate calculation of the actual costs of activities, the mechanism of discovering cost deviation is dismantled, followed by aggravated deviations and rising cost of projects. Therefore, it is necessary to identify the essential financial information in the PMIS and obtain the relevant data in an appropriate fashion. In this way, while costs are registered in the database and the necessary processing is conducted, the real costs of each activity is extracted and the timely control of costs as an important of the project control is achieved.
