The development of people-centered institutions at the neighborhood level, in addition to responding to the crisis, is effective in preventing it, and the role of local councils in this regard is very important. In some developed countries, these institutions are responsible for carrying out some neighborhood development measures, such as improvement and rehabilitation projects. In community-based crisis management, the establishment of crisis management structures at the neighborhood level is emphasized and risk management is extended to all sections of society.
