Abstract:

Decentralized institutions, by dividing national sovereignty into local micro-units, pave the way for maximizing public participation. It is important to involve people in decentralized institutions and units in order to promote social culture and help crystallize social capital. Therefore, we decided to examine the capacities hidden in the constitution in order to achieve the promotion and association of social capital with national sovereignty. Numerous principles of the constitution address concepts such as decentralization, participation, transparency, equality, accountability, and accountability of rulers. In the special view of the constitution, the realization of national sovereignty in the group is to involve the people in local micro-units in such a way as to demand from the rulers and require them to be transparent in matters and decisions. Asa result, this practice can lead to the establishment of equality and justice in the enjoyment of the privileges of public power and the transformation of the awakened thoughts of society into social capital.
