Abstract:

ارزیابی پژوهشگر در ایران نه تنها به دلیل اولویت بندی آن ها برای جبران خدمات یا جذب ایشان در سازمان های پژوهشی بلکه به عنوان یکی از روش های ایجاد تعهد سازمانی، ارتقا و هدایت توان پژوهشی، افزایش میزان رضایت از کار پژوهشی و نهایتا حل مسائل واقعی و بهبود وضعیت رفاه جامعه کاربرد دارد. هدف این پژوهش آن است که سنجه های ارزشیابی پژوهشگران را مبتنی بر مستندات علمی مربوط به این حوزه ترمیم نموده و نهایتا چارچوب جامع مناسبی را که تامین کننده انتظارات از یک پژوهشگر متعهد، دانشمند و توانمند در حل مساله است ارائه دهد. روش به کار گرفته شده در این پژوهش فراترکیب مستندات علمی است که ۱۱۸ مستند علمی مبنای کار قرار گرفت. استخراج نقاط قوت و ضعف روش های اصلی و مکمل ارزشیابی پژوهشگران، شناسایی مخاطرات ناشی از ارزشیابی سنتی و سنجه های جدید ترمیمی تحت عنوان دگرسنجه ها از مهم ترین یافته های پژوهش است. الگوی ارزشیابی جامع پژوهشگران به عنوان نتیجه اصلی پژوهش که مشتمل بر پنج سطح است. مطابق با الگو، مستندات علمی پژوهشگران، حاصلی از ویژگی های فردی پژوهشگر در ضرب با زیست بوم پژوهش است که توسط داورانی متناسب با نوع و هدف پژوهش سنجیده می شود. در هر صورت، پژوهش زمانی قابل دفاع و مفید است که منجر به بهبود اقتصادی یا بسط نظریه در میان مدت و افزایش اقتدار و رفاه عمومی در بلند مدت گردد.
