Amazing advances in information technology, communications, development of newmethods of production, the use of telecommunications networks and communications,and general appearance of the Internet, universal access to scientific data andinformation, e-commerce and the rapid growth of computer centers, all alternativeclassical methods and has been overcome. This requires systematic methods such asmutual and multilateral cooperation, which is in turn a rapid flow of data andinformation among stakeholders and interested parties are affiliated.
