The current research seeks to address the issue of development and learning challenges for human resource development managers. In this regard, using the documentary research method, collecting documents and analyzing them was put on the agenda. The results of the research generally showed that among the factors (obstacles) affecting the issue of management development in the ۲۱st century are things like learning challenge, dramatic leadership, flexibility and resilience, systemic thinking, etc. On the other hand, the results of the research show that the five drivers such as rules driver (lack of a well-defined strategy regarding development and learning in the organization), feelings driver (insufficient emotional intelligence), immediate action driver (facing urgent issues and high stress), driving initiatives (lack of coaching and mentoring programs) and driving integration (lack of learning organizational culture), are the most important development and learning challenges for human resource development managers.
