Abstract:

The main objective of this paper is to charting an Integrated Flood Risk Management (IFRM) strategy for railway network considering local conditions of railway transportation system in Iran. Flood risk assessment is one pillar of the proposed strategy. It covers the identification and assessment of risks from floods and their consequences on existing railways and also for the future development plans. Promotion of Flood Hazard Maps (FHMs) is another important part of the strategy, which is useful for emergency response and evacuation in subways of big cities such as Tehran. . There is also a need of in-depth study on basin hydrology and river channel hydraulics in designing process, constructions phase and operation of railways transportation systems as a part of the strategy. Another key element of the strategy is the study on human intervention and socio-economic changes in the basin leading to an increase in generated runoff f as well as long-term climate change impact on increasing flood frequencies. The mitigation and adaptation strategy will focus mainly on a flood preparedness indicators/standards and an approach to establish flood resilience railway system with respect to socio-economic processes and human activities. More effective and accurate flood forecasting and warning is important for the implementation of the IFRM. The proposed strategy is expected to deliver more pragmatic flood disaster risk reduction for the railway transportation system in Iran.
