Investigation of the challenges of establishing mandatory standards of building energy consumption criteria Labaling in Iran

The importance of mandatory installation of energy consumption standard labels in office and residential buildings is clear. Based on this, the Iranian National Standard Organization has provided INSO ۱۴۲۵۴ and ۱۴۲۵۳ standards. During the past years, these standards have not been given proper attention, and their establishment has faced problems. Applying the experience of other countries in this field and using their successful policies have been investigated in this research. The results of the studies have shown that by providing financial incentive and punishment systems, the requirement of government organizations to establish the building energy consumption standard management system, as well as the use of modeling systems and finally the establishment of the ۵۰۰۱ energy management system, to a very appropriate extent in establishing the requirements The energy consumption criterion of the building was successful. The establishment of incentive and punishment procedures, the use of renewable energy generating systems, the use of energy quality management systems, and determining the priority of government buildings for the implementation of the standard energy consumption label have been useful and constructive actions of other countries. Based on international experiences, the establishment of mandatory INSO ۱۴۲۵۴ and ۱۴۲۵۳ standards along with the establishment of the ISO ۵۰۰۱ energy quality management system can solve the challenges of energy imbalance. The requirement to implement the building consumption standard label based on INSO ۱۴۲۵۴ and ۱۴۲۵۳ standards is the basis for approaching the vision of green buildings, zero-energy buildings, and Nearly zero-energy buildings.
