For organizations to be able to remain in economic and social field of today’s world and experience growth and excellence, they should acquire necessary information from their organization’s performance indicators, competitors’ strategies, changes in technology and changes in processes. In the same vein, the level of economic development of countries depends on the rate of optimum exploitation of available facilities and resources which lead them toward their goals. Thus this matter shows unique importance of productivity of professional and national talents like organizational talents in countries’ development strategy and makes it necessary to establish particular system of measuring productivity for each organization to provide necessary information for managers on the manner of organization’s performance so that they can make right, appropriate and on time decisions to achieve their goals. Although launching a Productivity Measurement System in the organization imposes costs for the organization, the benefits obtained will be far greater than spent money if there would be appropriate guidance and use of this system.In this regard, this article try to study impact of capital investment in teaching training and vocational skill on employment growth and development, through research literature in learning and necessity of teaching training and vocational skills on people in the society. This study is applied in the sense of the goal and descriptive in the manner of method. Statistical community includes all vocational and technical offices of the country among which Vocational and Technical Head Office of Khorasan Razavi was selected as case study. The analysis of the findings shows that this office had more dynamic training plans in 2012 and the managers emphasized on the improvement of the quality of courses and evaluating participants through more rigorous precision and stronger tests. Hopefully this research can be helpful for the managers to decide wiser in choosing solutions for improving productivity which lead to the quality improvement and effectiveness of training courses in vocational and technical centers
