To Predict Earthquake or not to Predict Earthquake

Earthquake prediction is concerned with forecasting the occurrence of an earthquake of a particular intensity over a specific localith within a specifc time limit. The recent debates concerning predictability of earthquakes show how this problem is centerd on the difficulty of systematically testing the numerous methodologies that in the years have been proposed and sustained by the supporters of prediction. The goal of earthquake prediction is to give warning of potentially damaging earthquakes early enough to allow appropriate response to the disaster, enabling people to minimize loss of life and property. This paper outlines methdological aspest of the earthquake forecast methods.
