Quality function deployment (QFD) is a product development technique that translates customer requirements into activities for the development of products and services. The relative importance values computed by data envelopment analysis (DEA) coincide with traditional QFD calculations when only the ratings of DRs with respect to customer needs are considered. This paper utilizes QFD to identify engineering requirements (ERs) in Engineering, Procurement and Constructions projects and presents a combination of engineering requirements (ERs) and the owner needs (ONs) in EPC projects with DEA approach.
