In any control system it is important to determine the best system signal to be measured and the best actuator for the application of a controller. This decision is categorized as control structure design. Experience in power systems indicates that the AVR input summing junction is the best input point, and rotor speed and power signal are suitable system output signals for increasing the damping of scillation modes. In this paper the effect of scaling in control systems is examined and a technique based on singular value decomposition to identify the suitable system output signal, and suitable input is described. Design of a PSS for improving the performance of a power system based on this approach is also illustrated.
