Abstract:

The main objective of this paper is develop a new method for risk assessment of HSE with emphasis on harming potential on employees, business environment and process equipment using fuzzy logic as emerging knowledge.In this study, the importance of risk of HSE error according to three criteria; the severity of impact, probability of occurrence and probability of detection by complete questionnaires by experts of the South Pars oil refinery was set.Then the values of thethree components was processed by a factor called Participation factor, After fuzzification And explain the fuzzy rules, Risk level index was calculated as the outgoing model to prioritize management options And facilitate the decision-making process was used.The calculated values for the Risk level index were classified in six categories. Accordingly, the release of air pollutants from combustion furnaces has been the highest level of risk. Meanwhile, Failure in the Slug catchersystem is allocated the lowest risk to themselves.The results of this study showed that about 0.4 percent of the first refinery risks in the intolerable class , 79% in the severe level , 20% in the intolerable level and 0.7 in the minor level are located. These results indicate that most forms of the risks of the first refinery (about 99 percent) has been above of the severe And therefore in the first refinery environmental management program; To control and reduce them to acceptable levels, Appropriate measures to be sound.
