Abstract:
Thousands and millions of people each year are affected by natural disasters such as earthquakes and floods. Urban areas, local organizations and municipalities to provide shelters as emergency crisisoperations, providing equipment and rescue chain to reduce the remaining victims, are responsible. Thepurpose of the emergency medical services, reduce mortality and complications of illnesses and injuries are. Providing fast emergency medical service and reduce response time, leading to an increase in the survival rate. An important measure of performance measurement response time of emergency medicalservices. The usual method of dispatch ambulances, sending the nearest available unit. One method thathas been expressed most recently in the field of ambulance dispatch, based on complex networks. The purpose of this method is to call the ambulance dispatch center and ambulance faster than they can provide service to other calls. Other methods of deploying server-based finding a proper route for thatcomplexity of this method is very high. This study analyzes the EMS by using two modeling techniques: optimization and simulation. The optimization model locates ambulance bases and allocates ambulances to those bases. A simulation of this proposed configuration is run to analyze the dynamic behavior of the system.
