Abstract:

The present study has been performed at three stages aiming at identifying and analyzing Iranian Dry port’s Challenges. First of all, the Iranian Dry port’s Challenges reviewed by referring to the relevant literatures. At second stage, the FMEA method used for analyzing dry port’s activities. Next stage is related to the key factors of dry ports which analyzed by use of the opinion of experts in this field. In addition to the above the researcher uses of VIKOR technique in order to consider the railway network and hinterland infrastructures and so on to improve the international trade. It should be noted that interview have been carried out by the Manager of Khoramshahr container terminal, the Manager of Khoramshahr Shipping Company named Hoopad Darya, the Manager of the Arvand Free Zone and some senior lecturers of Khoramshahr University of Marine Science and Technology and as a result of the VIKOR technique indicates that the condition of Aprin, Motahari, Rajaee and Sarakhs dry port is much better than the other dry ports. VIKOR results indicates that Aprin, Motahari, Rajaee and Sarakhs dry ports have better condition in comparison to other dry ports. The FMEA results indicates that goods has not been sent on time to dry port because of shortage in road and rail vehicles and infrastructures or for extra regulation and customs inspections which are biggest problems in trade cycle. Some problems observed at the Iranian dry ports which are as follows: tough regulations for custom clearance, use of old transportation equipment, lack of good road and rail networks at the hinterland, delay for receiving cargo on time, lack of trained human resources and etc.
