خلاصه مقاله:
This study was to evaluate the realization of welfare-oriented policies of social policies in the Fourth Five-Year Development Plan by analysing the structure and content of the program andprogram administrators in evaluating the objectives of the program. Iran is in the proper position in the region and the world Iran. The welfare-oriented policies in order to achieve Article (13), were also on the agenda of social policies, so the analysis of social policies and programs todetermine their content in four factors of Policy (Social Services, poverty, public institutions, NGO charities), both in terms of process evaluation and outcome evaluation using scientificmethodology and techniques based on expert consensus (the Delphi method, and a group ofexperts), the rate applicable to the performance from two aspects (quantitative and qualitative) were studied with social policies . Results indicate that the total assessment process and outputpartial fulfilment of social policies has Welfare-oriented Development Plan, the issue of damagesrelated to the formulation, implementation, monitoring and damage the inherent policy and planning, in particular, the program will
