The concept of national innovation systems rests on the premise that understanding the linkages among the actors involved in innovation is a key to improving technology performance. Innovation and technical progress are the result of a complex set of relationships among actors producing, distributing and applying various kinds of knowledge. The innovative performance of a country depends to a large extent on how these actors relate to each other as elements of a collective system of knowledge creation and use as well as the technologies they use. These actors are primarily private enterprises, universities and public research institutes and the people within them. The linkages can take the form of joint research, personnel exchanges, cross patenting, purchase of equipment and a variety of other channels. There is no single accepted definition of a national system of innovation. On the other hand there have been number of policies that could help countries in order to develop and enhance the innovation creation in the industrial section of the country. On of the most useable policies is developing innovative SMEs in term of collaborative aspects. The mentioned points in this article could provide requirements for the dynamic national innovation system through SME s clusters, which could be a suitable strategy because at this position of the country (Iran) SME s with 98% share of the whole productive firms can play a very vital role if the organization and support of those firms are appropriate. The following article will discuss the definition and characteristic of the national innovation system in the academic theme and than evaluate the NIS situation in Iran and finally come up with framework that could overcome the problems through SME clusters. In the second part of this articles cluster are defined and discussed and then the criteria for innovative cluster will be mentioned and finally the characteristics of an innovative small firms is mentioned.
