Abstract:

Geo-information technology offers an opportunity to support disaster management: industrial accidents, road collisions, complex emergencies, earthquakes, fires and floods as the natural disaster management in national and international level. The tsunami in Asia and some natural disaster accidents demonstrated that human beings are at risk at any time, anywhere. Adequate geo-spatial information is a prerequisite for sustainable development, but many parts of the world lack adequate information on environmental resources. By providing such information, which serves as an important tool for decision-making in land use planning, national mapping agencies can help provide effective information to monitoring of environmental resources for disaster management. Their role in sustainability and development planning is thus unique and essential. Organizations with normally distinctive mandates today design, store and manage geo-information. Accurate information on land and environmental resources is essential to effective land use planning that is necessary to provide disaster management plan. Key sources of information include topographic maps, aerial photos, satellite images, and data derived from geographic information systems (GIS). At the national level, this information can be used to identify environmental resources to use in proper environmental models for planning as a tool for disaster management, and help promote effective ecological and environmental situation and sound land use planning to reduce disaster risk. In this article begins with some general comments on the importance of land use planning, and outlines some current environmental issues and then presenting environmental modeling to use in disaster management plan by using GIS. The article also discusses the role that the geo-information and environmental planning play in disaster management to reduce negative impacts of flood and present proper alternatives for developing of Mazandaran. Finally, offers proposed environmental models that illustrate how geo-information can be used in land use planning programs that take a sustainable development plan for disaster management in national level in Iran.
