Abstract:

با اینکه اصلاح کارآفرینی عمدتا در ارتباط با بخش خصوصی بکار رفته است، اما امروزه در مباحث مدیریت بخش دولتی به وفور به چشم می خورد که غالبا ناشی از اهمیت بخش دولت و نقش بسیار مهم آن در جوامع مختلف می باشد. کارآفرینی در بخش دولتی یک مفهوم کلیدی است که با بحث اصلاح دولت مرتبط می شود و با تقاضاهای روز افزون مردم برای وجود دولت کارا و اثر بخش همراستاست. با این حال، تحقیقات و مطالعاتی که عوامل موثر بر کارآفرینی سازمانههای دولتی را بررسی کرده باشند و نحوه وارد ساختن کارآفرینی را به بخش دولتی تبیین نموده باشند، بسیار اندک هستند. عموما فرض بر این بوده است که مدل های کارآفرینی بخش خصوصی را می توان در بخش دولتی نیز به کار برد. مطالعه حاضر، به بررسی صحت این فرضیه می پردازد و این مساله را مورد بررسی قرار می دهد که آیا حرکت به سمت کارآفرینی در سازمانهای بخش دولتی نیازمند رویکردها و فنون متفاوتی از سازمان های بخش خصوصی می باشند یا خیر. بدین منظور، براساس چارچوب ارائه شده توسط جنگنگز و لامپکین، عوامل مختلف موثر بر کارآفرینی در سازمان های بخش خصوصی و دولتی مورد بررسی و مقایسه قرار می گیرند و پیشنهادات لازم را ارائه می گردند. نتایج این مطالعه نشان می دهد علی رغم اینکه چارچوب های تحلیل کارآفرینی در هر دو بخش یکسان هستند، اما تفاوت های قابل توجهی در این زمینه بین بخش های دولتی و خصوصی وجود دارد که عمدتا ناشی از ماهیت و شرایط خاص بخش دولت و سازمان های دولتی می باشد.
