Abstract:

The construction of distributed power plants in the vicinity of thepopulation centers by private sector investors as a measure of providingsustainable electricity generation and increasing productivity optimizesenergy consumption. Only 3.5% of private sector investors built andoperated power plants after the introduction of Iran's ministry of energyincentives in 2008. The present study aimed at identifying the areas ofrisk in distributed power generation investment in order to facilitate riskmanagement through addressing the related issues. The main datacollection tool was a questionnaire which analyzed the investors’,consultants’ and state officials’ views on 65 risks identified in therelated risk management literature. The statistical population of studyconsisted of 960 real and legal entities involved in the power generationindustry between the years 2008 to 2015. The findings indicated thatfinancing the projects was the area of highest risk level and at the sametime authorization process and construction stages involved the lowerrisk levels. The study made a number of recommendations onaddressing the high risk areas which were identified.
