There are illegal activities in many state organizations and institutions that cause serious problems in the society and the administrative system. Today, there are mediated or unmediated people in some of the administrative units that provide the ground in solving administrative (or official) problems of the people by getting sum of money (or reward), and this depict the administrative corruption of the society. Until today, by speaking about documentation people sometimes feel dissatisfaction, but no one speaks about the other side of the coin of registering the documents, that is the employees. Be receiving sum of money, most of the employees will done the administrative process easily and simply: this is usually done by the so-called dealer. For example, buyers and sellers of a property go to the Department of Real Estate Registration after dealing, and because of large sum profits from trading the properties they try to pave the way for getting the issue of buyer’s ownership document. In such cases there are people- who are often the employers of that organization or institution- that by facilitating administrative procedures are recognized by the dealer and do this through collusion and getting some money
