In the third millennium and in the current turbulent world of business; the organizations are trying to attract and keep the most qualified managers as one of their competitive advantages. Qualification considered as a set of features that contribute to job performance and achieve organizational goals. The qualifications include knowledge, skills, abilities, and some correspondent features such as Values, motivation, innovation and self-controlled. Today, developed human resources considered as the main factor of organizations competitive advantage and this can be achieved through well-managed human resources by scientific and reasonable methods and benefit from their power and thought in organization competitive goals. Meritocracy starts with desire for qualification in an organization, evolves by finding and breeding qualified people and continues with meritocracy. Among the factors that have been influential in developing the role of human resource management; rapid changes and being complicated conditions can be named. The success of organizations in providing social objectives and responsibilities depends on managers and their performance to a large extent. In this context, the present article examined several factors as missing rings of most of Afghanistan governmental organizations. First, the author investigated psychological empowerment, meritocracy and competent management, as the rings which their application lead to management improvement and country administrative and management modification in the context of theoretical foundations. Since psychological empowerment and meritocracy system theoretically and systematically have been considered a new trends inside the country, and of course because of lack of resources and internal research in this field, the author tried to combine discussions on the principles of meritocracy and determine the most applicable principles in management for local organizations
