The problem of global observation (or tracing) is in the following: One or several observers (operators, controllers) must realize simultaneous tracing after all constituents of som information flow without exception in current order, in the case when information flow at each moment of time is built from current readingsnumerical values of signals of considerable number of different assignment sensing elements. Importance of global observation problem is stipulated by the fact that not only ensuring of normal functioning (or motion, behavior) conditions of dofferent objects but also possibility of detecting of faults for opportune prevention of accidents or catastrophes depends on the quality of its decision.
