In this study, a model developed for Organizational Entrepreneurship in public organizations. The study is held by a pre-structured questionnaire containing 58 core questions with the Lichert range. The validity of questionnaire was assessed by the elites and its reliability was tested by Alpha Cronbach (94%). The study objective group was public organizations’ employees in Iran. This study shows that structural, content and context factors are the most important factors affecting the Organizational Entrepreneurship in public organizations which all are at average level.
