Abstract:

امروزه اطلاعات و فناوری اطلاعات در همه جا حضوری چشمگیر با اثرات مهم بر عملکرد سازمان ها دارد. بنابراینباید فردی در هییت مدیره سازمان ها، مسیولیت فناوری اطلاعات را بر عهده داشته باشد. رهبران فناوری اطلاعات بهعنوان یکی از مهم ترین منابع انسانی در سازمان به حساب می آیند و مسیولیت استفاده از تمام پتانسیل ها و قابلیت هایفناوری اطلاعات را به منظور غلبه بر مقاومت در برابر تغییر را بر عهده دارند. در بخش دولتی نیز این مدیران به عنوانمسیول ایجاد و مدیریت قابلیت های فناوری اطلاعات جهت دستیابی به همراستایی بین قابلیت های مذکور و اهداف تعیینشده برای سازمان، شناخته شدند. ادبیات موجود جوانب مهم مرتبط با مدیران ارشد اطلاعات، از قبیل شایستگی ها، نقشها و ارتباط آنان با مدیر عامل سازمان را بررسی کرده اند. با این حال این مطالعات به اندازه کافی برای ارایه یک مسیر یامدلی موثر جهت هدایت سازمان ها برای توجه به نقش مدیران ارشد اطلاعات، جامع و کامل نیست. لذا مطالعه در خصوصچگونگی استقرار این مدیران در ساختار سازمان های دولتی در کشورهای در حال توسعه، ضروری به نظر می رسد. در اینپژوهش برخی از مسایل کلیدی مربوط به پذیرش نقش مدیران ارشد اطلاعات از جمله آمادگی سازمانی ادراک شده،ظرفیت انسانی، جهت گیری استراتژیک و فرهنگ سازمانی شناسایی شده اند.
