Abstract:

Starting point for system dynamic (SD) models is to utilize a Mental Representation for making the issue clear. This Mental Representation has been converted to a stimulation model by means of SD method through which we are able to materialize the best decision for a Policy Structure regarding to use of Multi Criteria Decision Making (MCDM). It should be mentioned that Mental Representation here is defined as presenting of appropriate approaches for prioritizing the decisions based on Decision Maker (DM) preferences regarding considered indexes. To achieve this goal the system variables and relation between them by making casual diagram are used to identify the effective events for DM prioritizing for decision making. After evaluating the SD and it s stimulation, we start ranking the strategies by using MADM models and by means of group Analytic Hierarchy Process (AHP) and finally, the suitable strategy among them is selected. Through researching about selected strategy, deviations between design and changes, which have been occurred, are analyzed and the cause of found deviations is reviewed.
