The fast growth of population has affected living in civil societies and has caused making many problems in citizens lives. As it has effected deeply on people s soul, mind and health. The issues like pollution that is emanated from traffic and false movements in the city, thus it causes disharmonies in people s affairs by administrators of civil affairs. It costs enormously by institutes and organizations which want to neutralize each other s plans and major policies. Intervention, duplication of duties and lack of balanced in administrative organizations and institutes is one of the hurdles that makes reinforcing management and finally inclination towards civil unit management inevitable. The flow of worldwide matters indicates IT and communications has a vital and infrastructural in expansion, development and promoting quality of people s life in modern and future societies. As they appear, for sure municipalities as the biggest administrators of city are not separate from civil designing. After exposing environmental wastes and falling the general level of people s life (especially by in civil societies) in couple of weeks ago, the result of sustainable development as the vogue subject in the last decade of 20th century is posed by United Nations and is designated as the agenda of 21st century in international and regional levels. Meantime the role of city and civil districts directly, urbanism and constructing it physically indirectly (and its role in the current unbalance) has interested the serious attention of scientific circles. This is notable that cities must be considered as the main areas and centers for solving worldwide problems and attaining civil sustainable development.
