Following the increase in urbanization and urban population growth in developing countries, the issue of distribution of urban services and its link with human-centered planning has been particularly important. In human-centered urbanization, the two most important categories of social justice and sustainable development have been specifically addressed. Therefore, the 3rd metropolitan area of Tabriz has been selected as a sample in order to study the dimensions of sustainable development and social justice to analyze the type of distribution of urban services in neighborhoods, thereby identifying shortcomings and deficiencies and determining the distance with urban standards. Finally, using the new fractal method, we have analyzed the region based on the existing status indicators. The results obtained from the fractal method show that there is a significant relationship between population distribution in the region and the distribution of urban public services And this means that as the population grows, the amount of service is also increasing.
