Abstract:
Locating a port depends on a lot of factors in the security, technical, economic and social spheres. At the beginning, all options should be presented. Then, with their assessment and feasibility, the best option is to evaluate the consequences and consequences of implementing each option. Management quality is the quality of decision-making function because of the quality of the plans, the effectiveness and effectiveness of the strategies and the quality of the results from which they are applied. Comes all depends on the quality of the decisions that are made. In this research, a decision making model with all the constraints of port construction and then various options has been tried and presented using the Colliding Bodies Optimization CBO method and the new MCDM New multi-criteria decision-making process. The best option is chosen to meet all the security, technical, economic and social conditions, and the use of energy carriers to transport goods and passengers on the one hand, and on the other hand, minimize environmental damage. In order to realize the research objectives, due to the novelty of this method, while developing the mathematical dimensions of modeling and solving the model, all software code is produced by the authors of the article. The methodology described will be explained in the original article.
