Abstract:
Resilience and vulnerability represent two relatedyet different approaches to understanding theresponse of systems and actors to environmentalchanges. Rural community resilience assessmentcan be regarded as a recent development in thefield of resilience assessment and the last decadehas been a proliferation of works focused on thistopic. Research into vulnerability and resilience tohazard is increasingly growing during the lastdecades. Vulnerability and resilience can beviewed as separate but often linked together.Vulnerability is a degree of harm in a system thatexists before events like disasters or contributes tothe amount of risk of exposure, while resilience isthe condition that helps systems to absorb, dealwith, and adapt to hazard and disasters. Thepurpose of this study is to develop an innovativeintegrated approach to deal with natural hazard andto promote rural community resilience capacity interms of rural planning. Under the grounded mainapproach of this research, the entire paper attemptsto answer this question: is there any significantrelationship between environmental vulnerabilityand rural community resilience capacity If so,where and which spheres are most vulnerable inthe environmental condition or where is the mostresilient in the term of rural communities Toanswer these question East-Azarbijan is used asstudy area.
