Abstract:

he term partnership describes a very wide range of contracts and informal arrangements between firms and communities. A partnership is the relationship existing between two or more persons or entities that join to carry on a trade or business. Each one contributes money, property, labor or skill, and expects to share in the profits and losses of the business. Partnership has also emerged as an increasingly popular approach to privatization and government-nonprofit relations generally. While in principle it offers many advantages, there is no consensus on what it means and its practice varies (Brinkerhoff, 2002, p.1). This paper aims to describe some types of partnerships between governments, communities, new social movements and firms. And also leaky bucket principle as a major importance in partnership for participatory planning process that encompasses early stage of development, shift in system governance, and accumulation of social capital. The aim of this paper is also to review the principle of the leaky bucket in global and international partnerships. And have a closer look at its processes and short comings.
