The developing countries with numerous tangible cultural heritage elements deal with various economical, environmental and management issues to contain the degradation problems. The efforts of the governments of the developing countries -such as Iran - for taking care of standards of their built heritage and revitalizations, apart from all environmental, economic, social and cultural benefits is imperative for manifestation of thousands of new jobs. This paper, by examining the initial requirements for creation of dynamism of historical buildings, has tried to list the shortages of a comprehensive conservation plan requisites to limit the problems for revitalization of built heritage. To meet these requirements, a recognition of conservation and undertaking interdisciplinary solutions is necessary. Hence, either the preventive conservation or rehabilitation preliminary requisites of the historical site of Ribat-e-Sharaf as a case study is considered to scheme a clear list of obstacles. A list of sustainability, information strategies, scientific requirements and economic issues is incorporated to discuss the necessities to contain the problems of conservation in Islamic developing countries enriched by abundant cultural heritage.
